HUNTSVILLE —
Traffic flow around the high school is an issue to parents, who have complained about the inconvenience of the drop-off point for students.
The council’s workshop begins at 5:30 p.m. at Huntsville City Hall, 1212 Ave. M.
The other posted topic for discussion during this session, which precedes the regular session at 6, is the transfer of city-owned lots to the Neighborhood Stabilization Program. The council will vote in regular session to authorize the donation of these properties during the consent agenda.
A public hearing is scheduled after the council goes into regular session to take citizen input on the city’s budget for the 2010-2011 fiscal year.
Also on the consent agenda: application for a 2010 community development grant an a Staffing for Adequate Fire and Emergency Response grants through the Federal Emergency Management Agency to fund four new firefighters; and resolution authorizing the City of Huntsville to participate in TexPool and TexPool Prime services of the Texas Treasury Safekeeping Trust Company. TexPool and TexPool Prime are local government investment pools created to ensure the preservation and safety of principal, liquidity and yield consistent with the Public Funds Investment Act. TexPool and TexPool Prime currently provide investment services to more than 2,000 local jurisdictions throughout this state, according to Texas Transparency, a website sponsored by the state comptroller’s office.
Carol Reed, director of public utilities, will give a presentation to council about the option to pursue a water supply agreement with Montgomery County municipal utility districts 8 and 9. Council action would include filing a water rights petition.
Council also will consider a funding agreement with the Texas Department of Transportation and a $183, 000 contract for construction of a sewer for an area at Highway 19-Old Phelps Road.
The council will continue monthly presentations on water policy issues affecting the city; discuss nominations for appointment to city boards and commissions, consider for the first time approval of a Veterans Affairs Advisory Committee. During their biweekly public report, the mayor and city council members will discuss the Aug. 16 meeting of the Gifts and Donations Policy ad-hoc committee; discuss the proposed 25th Street Project; and action related to ongoing litigation regarding disputed use of Hotel Occupancy Funds.
City Manager Bill Baine will discuss with council members: unfunded liability; sidewalks funding; Highway 19; the Town Creek Project; NSP housing; donations to the library; and the Pepsi Refresh Challenge.
