Commissioners approve road agreement, master forest plan

Walker County Commissioners Court approved a road project agreement and a master forest road agreement with the U.S. Forest Service during a special session Monday morning at the courthouse.

The road project agreement involves replacing a bridge in Precinct 4 in the Sam Houston National Forest while the master agreement involves a new list of roads in Precincts 2, 3 and 4 in the national forest that are maintained by the county.

Precinct 4 Commissioner Tim Paulsel said the road project involves constructing a new bridge on FDR 207 over Small Creek.

Paulsel said the forest service agrees to pay $86,000 for the 30-foot wide by 30-foot long bridge, covering the cost of materials and also labor to build the bridge.

The county would provide an in-kind service match of $68,000 in equipment and assist the contractor with construction of the bridge.

He said he hopes construction can start in July. He estimates the bridge to be 40 to 50 years old.

Also Monday morning, the court:

• Approved minutes for May 14, 2009.

• Approved racial profiling report.

• Approved bill paying.

• Approved claim for $35,000 from Title III funds for purchase of brush truck submitted by New Waverly Volunteer Fire Department following presentation of documentation and audit.

• Approved claims/invoices submitted for payment.

• Approved budget amendments for FY09.

• Discussed financial information for the month ended March 31, 2009.

• Approved 1995 GMC Pick-Up, FAS #587 for Road & Bridge #2 as surplus.

• Approved Bid #C2360-9-005 / Mowing Right-of-Way to Don Yates Inc. for Precinct #1, Roy Lee Walker for Precinct #2 and Ronnie White for Precinct #3.

• Tabled action on specifications and solicitation for Invitation to Bid #C2360-9-006 for Flooring - HEARTS Veterans Museum of Texas.

• Approved plaque for Community Supervision and Corrections Department.

• Approved Rejection of Request for Proposal #C2360-9-003-RFP for Roof Repair - Justice Center.

• Approved specifications and solicitation for Request for Proposal #C2360-9-008-RFP for Professional Auditing Services.

• Approved 1995 GMC Pick-Up, FAS #587 for Road & Bridge #2 through the sealed bid process with a minimum bid of $5,200.

• Approve right-of-way easement for Willis Woods Road, owner Linda Bay.

• Approved right-of-way easement for Pool Road, owner Boone Hoke.

• Approved right-of-way easement for Joe Smith Road, owner David Smith and Jo Ann Crow.

• Approved Financial Agreement for bridge replacement on Forest Service Road 207.

• Approved Cooperative Agreement on National Forest Roads maintained by Walker County.

• Approved IOS Solutions /KVAR Electrical Savings Analysis and agreement to installation of equipment.

• Approved R-06 Maintenance Renewal with Appriss for the Victim Information & Notification Everyday program.

• Approved resignation of John Hobbs from the ESD#1.

• Approved response to the Texas Department of Family and Protective Services concerning interest in providing Claims Processing Services.

• Approved Loss Run Report for 2005 - 2008.

• Approved variances, exceptions, re-plats and grandfather status for various tracts in Harmon Creek Ridge for Lee Sterling.

• Approved addressing and naming of (Cowboy Country) Road.

• Approved grandfathering of an 0.70 acre tract owned by Thomas R. Walls located in A-41, the William Roark Survey.

• Approved certification county maintained road mileage for Texas Department of Transportation.
