HUNTSVILLE — Huntsville City Manager Bill Baine is scheduled to discuss four items with the Walker County Commissioners Court when it meets at 9 a.m. today at the courthouse.
The four items include discuss the ongoing efforts at county and community fire protection and EMS support by the City of Huntsville; discuss the status of the Town Creek Project; discuss possible joint efforts to improve regional water supplies; and discuss the county’s position on the Tax Increment Reinvestment Zone.
The Interlocal Agreement for Public Safety Services between the city and the county stands out above the other three items.
Commissioners Court approved the agreement at its Jan. 11 meeting.
The agreement — last dated Nov, 14, 2008 — calls for the city to obtain $246,487 from the county to offset the expense of providing fire services outside the city limits and the city will experience a minimal financial impact in allowing county public safety vehicles to refuel.
A proposal to extend the Interlocal Agreement for Public Safety Services failed to gain a motion for the City Council to take action on it during its Jan. 5 meeting.
Mayor J. Turner said the proposal failed to gain a motion from any council member because “it’s my interpretation there is dissatisfaction with the responsiveness of the county. They’re not paying their fair share.”
Several council members expressed dissatisfaction over the funds the county pays the city since the Huntsville Volunteer Fire Department responds to 50 percent of the calls within the city limits and 50 percent in the county.
The City Council rejected by a 5-4 vote to extend an Interlocal Agreement for Public Safety Services between the city and county at its Jan. 19 meeting.
The majority of council members voted against renewing the agreement because they felt the county was not paying the city enough for providing fire service outside the city limits.
Baine said rejecting the agreement and the $246,487 could leave the city with an eventual shortfall of $750,000 for the year if the monthly sales tax revenue continues at its current pace.
“I guess I was a little surprised that they didn’t pass the agreement,” said County Judge Danny Pierce. “The city drafted the original agreement and they also drafted the amendment to extend the time on it.
“We have to have an interlocal agreement to issue the check and in a meeting during the sumer or fall of this past year we had agreed to leave the money the same and we would give them a check.
